Introduction

The Delegation for Migration Studies (Delmi) initiates, produces, publishes, and distributes research in the field of migration. Reports and other studies are published in Delmi's publication series and on Delmi's website and are made visible through Delmi's podcast or by arranging conferences, seminars, or webinars.

In this document, the committee's organization as well as responsibilities and tasks are specified.

1. Organization

1.1 Delegation member

The delegation members are appointed by the government.

1.2 Chairman

One of the delegation members is the chairman.

1.3 Secretariat

The committee is assisted by a secretariat. One of the employees at the secretariat is the head of secretariat. Decisions on the employment of secretariat staff are made by the responsible Minister.

1.4 Writers

Researchers and other relevant actors (writers) are linked to the committee through agreements where the scope and performance of the work are specified in more detail.

2. Responsibilities and tasks

The committee has a joint work environment responsibility for Delmi. The chairman has the overall work environment responsibility for the secretariat. The head of secretariat has the day to day work environment responsibility for the secretariat.

2.1 Delegation members

The delegation members are responsible for the activities at Delmi and set the guidelines for the work.

The delegation members are responsible of jointly:

• decide on the rules of procedure,
• prioritize between different study areas,
• make decisions about which projects that should be financed based on a project application,
• decide on the publication of studies in Delmi's writing series,
• decide on the shutdown of projects and
• decide matters that are of a principled nature or of greater importance.

The committee can make decisions if at least half of the members are present. The committee decides by a simple majority and the chairman has the casting vote.

Each delegation member has the responsible to:

• Assess, in collaboration with the secretariat, whether individual project applications should be submitted to the committee meetings for decision,
• As responsible delegation member for a an ongoing project, direct the internal examining seminar, provide feedback on the draft for the internal seminar (or later in the process if deemed more appropriate) and assess whether the final draft is ready to be submitted to the committee meeting for decision, and
• act as an ambassador for Delmi by informing about the activities at Delmi and the possibility to write for Delmi, when given the opportunity.

Following a decision by the committee, a member may be the author or editor of a Delmi publication.

Delegation members are compensated for their work according to Appendix 2.

2.2. Chairman

The chairman leads the work of the committee and:

• decides on budget requests,
• is the regular attestant,
• makes decisions in matters concerning consultation responses,
• decides on other matters that do not need to be decided by all delegation members.

If the chairman is biased in a specific issue or cannot be present for other reasons, one of the other members take the place of the chairman.

The chairman's expenses are attested by the head of secretariat.

2.3. The secretariat

The secretariat is responsible for the daily work of Delmi. The secretariat proposes potential study areas and specifies research questions where Delmi can contribute, participates in the work of engaging writers for Delmi publications.

The secretariat has a project manager role, monitors, reviews, and administers ongoing projects, coordinates internal and external reviews and is responsible for publishing and launching completed projects. At the time of a project publication, the secretariat prepares and organizes conferences, seminars, webinars, or other events.

The secretariat is responsible for spreading information about Delmi's activities, its reports and seminars, through for instance Delmi's website and podcast.

The secretariat represents Delmi externally at relevant seminars and conferences.

The secretariat compiles and prepares documents for the committee's meetings and takes notes at the meetings.

Following a decision by the committee, the secretariat staff may be the author or editor of a Delmi publication.

2.3.1. Head of Secretariat

The head of secretariat leads and distributes the work at the secretariat and is responsible for budget, public procurements and personnel issues. The head of secretariat is responsible for keeping the chairman informed on a regular basis and shall discuss more important issues with the chairman.

The head of secretariat has the right to attest, and the right to:

• conclude agreements with writers,
• make purchases of goods and services and
• decide on representation.
The head of secretariat’s expenses are attested by the chairman.
The head of secretariat makes decisions on matters concerning the disclosure of public documents.
The head of secretariat has the primary responsibility for the overall quality of Delmis products, planning and conducting conferences, seminars and webinars, as well as the writing of opinion pieces and assessing the policy relevance of the products.

2.4 Writers

The writers associated with Delmi are responsible for the product content, conclusions, and policy recommendations.

Launch and publication

Delmi normally launches its publications through public seminars or equivalent, and on the Delmi webpage.

Appendix 2

Compensations are paid to delegation members as described below.

Meetings: 350 SEK.

Review of a report including possible participation in a conference, seminar, or equivalent: 12 000 SEK.

Review of chapter for an edited volume including possible participation in a conference, seminar, or equivalent: 3 000 SEK.

Review of a research overview including possible participation in a conference, seminar, or equivalent: 5 000 SEK.

Moderator, chairman or other similar participation in a conference, seminar, or equivalent: 5 000 SEK (Not applicable for designated delegation member).

Other tasks such as writing reports, chapters or undertaking editorial work for e.g. edited volumes: determined on a case by case basis by the committee on a proposal from the head of secretariat.

Chairman: Fixed amount per month.
