Måns holds a PhD in Sociology from Uppsala University. His research has primarily focused on the consequences of various refugee policy solutions in protracted situations of exile within an African context. In this field, he has explored the tensions between political ambition, resource allocation, and implementation in creating the conditions for economic and social integration and/or repatriation and reintegration. Måns has also conducted research on academic mobility and knowledge production within the framework of development aid for research cooperation between African and Swedish universities. Furthermore, his research has highlighted challenges in implementing policy coherence for global development, including within migration policy.

Måns has previously held various roles at the Ministry for Foreign Affairs (UD), the UN, Sida, and the Nordic Africa Institute. These roles include serving as the coordinator for the Ministry’s work on Agenda 2030 and as the lead for the implementation of the Comprehensive Refugee Response Framework (CRRF) at UNHCR in Kenya and Tanzania. Måns is an affiliated researcher at the Institute for Research on Migration, Ethnicity and Society (REMESO) at Linköping University.
