The Temporary Protection Directive: EU’s response to the Ukrainian exodus

In response to the massive displacement following the Russian invasion of Ukraine EU Member States decided to activate the Temporary Protection Directive. Although not a new instrument (adopted in 2001) this legal framework to manage large-scale movements, has been activated for the first time in March this year. What are the main characteristics of this Directive? Who can seek protection under this framework and what rights are associated to it? These are some of the questions that this Delmi policy brief answers as well as some first insights of its implementation in Sweden.

Some overall conclusions

The Policy Brief concludes that two main consequences of this activation are to be expected in the coming months. First, given the wide divergences between EU Member States in terms of socio-economic development, secondary migratory movements can be expected. Second, at national level the premise of temporariness is problematic.
